Why scans break most converters
A scanned PDF contains no text. It's a picture. Before anything can be "converted", two separate problems have to be solved:
- Reading the pixels — optical character recognition (OCR) turns the image into characters. Most tools stop here, which is how you get a PDF with invisible text behind a picture: searchable, but not editable in any useful way.
- Understanding the layout — which lines are headings, what reading order the columns follow, and hardest of all, which clusters of text are actually cells in a table. Skip this step and a 4-column table becomes 40 loose paragraphs.
The second problem is where "PDF to Word" tools quietly fail, because rebuilding structure is much harder than reading characters. PDFRetype does both steps: OCR for the pixels, then document layout analysis that reconstructs headings, paragraphs, reading order, and tables as real Word objects.
The honest part: what "editable" can and can't mean
A reconstructed document is rebuilt, not photocopied. Fonts are substituted, spacing is re-computed, and a complex page will not be pixel-identical to the original. - Tell the tool the language. Auto-detection is good; an explicit language is better, especially for non-Latin scripts.
